That's not my understanding (watch out, layman lawyering): The contract of Andy with the FSF stipulates that *he* can offer the code *he* wrote under a different license.


The FSF just got the GPLv2-or-later code (and decided to relicense *that* code under GPLv3-or-later).

Andy can offer it to us under a different license, if he so chooses (or, as you say, we can bite the bullet and rewrite it).
