I wouldn't say it's ambiguous, exactly, but I wouldn't necessarily have concluded that just from the language there.


Perhaps amending "They must get approval from the appropriate maintainers for changes elsewhere in the compiler" to "They must get approval from the appropriate maintainers for changes elsewhere in the compiler, and may check those in after approval" in the first paragraph under "Localized write permission" would be a useful clarification?
