I think that we should refrain from proposing any update other
than the kind he permits during the interval between RC's for
gfortran and libgfortran.

As I'm not active on gfortran development these days, so my opinion isn't worth much, but here it is anyway.

I do think that there might be a need for following the GCC devel phases more strictly. But, on the other hand, there are still 200+ gfortran bugs reported (although this number has dropped significantly over the past two months, congratulations!) and maybe there should have some flexibility about the rules.
