Yup. AFAIK the next version of both Debian and RHEL will use gcc 4.0
as the system compiler, suggesting that 4.0 will see quite widespread
usage.

My suggestion would be that once 4.1 is released we backport as much
as possible to 4.0 and then put both 4.0 and 4.1 in regfix mode. I
guess that is pretty much the same thing as Tobi said above too, for
that matter.
