As I expect 4.1 to branch before 4.0.3 is released, and a 4.1 .pot file 
will go to the TP when 4.1 branches, I don't think there will be much 4.0 
branch translation effort with .pot files later than 4.0.2, so there 
probably isn't much point in having it go on 4.0 branch.
