Thomas P. does the cygwin builds. Note that, for Windows users, the
standalone (or MinGW) packages tend to be more regular these days.
The really problem with binaries is that we don't have anyone who
builds MacOS packages, and I think those are important (lots of
scientists are me have Mac laptops).
