gfortran on cygwin - back in business

- Subject: gfortran on cygwin - back in business
The latest cygwin gmp (gmp-4.1.3) includes mpfr. This allows us to build
gfortran. I have restarted my nightly build and report to gcc-testresults.
Latest results are:
