The Ada front-end has now been converted to use tree-ssa.

It builds properly intermitently on at least i686-linux and x86_64-linux,
although the build is regularly broken by incorrect middle-end changes.

There are also new ACATS failures, which are mainly middle-end bugs as well.

Closing this PR. For specific middle-end failures causing Ada builds to
fail, new PRs can be open.
